老板该不该放权？

　　我们杂志的发行人员经常向笔者反映这样的困惑：在登门拜访经销商时，会遇到两种极端情况，一种是见不到老板，因为老板去休闲了；另一种是能见到老板，但也说不上几句话，因为老板太忙了。笔者发现，闲与不闲这两种形式，体现的结果往往大不相同：闲的老板，生意做得不一定差；不闲的老板，生意做得不一定好。闲与不闲反映的经销商心境也不一样，闲的背后是“没我也行”，不闲的背后是“没我不行”。实际上，闲与不闲根本折射的是经销商的一个管理问题：作为老板该不该放权，该怎么放权？

　　为什么“一放就散，一收就死”

　　“我也愿意放权啊，谁不愿意轻轻松松地做老板，但有的时候，权力放下去了，员工往往把事情办砸。我们以批发为主，每天货物搬进搬出，作为一个老板不能总盯着搬货啊，于是我就让业务员小张负责清点，但一天下来，公司少了四件酒，是小张没有点清楚，多给了客户，还好客户和我们关系比较好，最后发现了就及时给我们送了回来。通过这件事，我不敢让业务员帮我点货了，还是自己看着放心。但这又耽误了我很多时间，但有什么办法呢？”河北张经理谈到放权说自己很困惑：不放，自己很累，也没时间考虑公司发展；放，又不放心。用张经理的话说是“一放就散，一收就死”。

　　实际上放权要考虑两个前提：公司的发展阶段和放给什么样的人。忙于日常事务的经销商公司，大多处于发展阶段，属于积累资源阶段。在这个时期，由于公司规模小，经销商公司也不能吸引到优秀的人才，或者说是比老板还强的人(即使有，也很难留住)，那么在创业和发展初期，老板集权反而能促进公司发展。如果不顾自身发展阶段，一味放权，就会出现“一放就散，一收就死”的情况。如果公司发展到一定阶段，吸纳了大量的能人，那么老板就可以考虑通过放权的形式，让这些能人替自己去做了。说到底，放不放权，不是主观意愿决定的，而是业务发展规模内在驱动的。

　　另外，还要考虑把权放给什么样的人。很多老板因为放权产生了问题，一个关键因素在于用错了人。“我新招了一业务经理，给他充分的授权，让他带队伍开发县级市场，市场倒是开发了，但他却用我钱、用我的人卖自己的货。虽然这个业务经理能力很强，但人品不正，所以我把他开掉了。这个事情，让我心有余悸，从此对放权我很谨慎”，受过“伤害”的唐经理说。那么如何考察一个员工值不值得老板放权呢？从信任关系上讲，信任关系可以分为三个层次：一是通过合同的形式产生的信任，比如员工和公司签订了几年的合同；二是老板通过理性观察，认可这个员工；三是通过前两个阶段，对员工产生的认同信任。如果一个员工在公司有了一定的工作年限，比如3年或者5年，通过日常观察，人品没问题，又有一定的能力，这样的员工就值得老板放权。

　　具备了一定的业务规模，有了可信赖的人选，有了这两个前提，经销商老板放权才会见效，如果不具备，那么当然会出现“一放就散，一收就死”的情况。

　　放权如同撒网打鱼

　　和一位经销商老板交流放权这个话题时，他打了个比喻来说明如何放权，“放权如同撒网打鱼，网撒出去了，能不能收的回来，关键看你手里能不能握住纲”。对于卖酒的经销商老板来说，这个“纲”包括财务、人事、资源三个方面。

　　“财务权力不用说了，哪个公司也不希望自己的钱被别人搞走，资金链不能断，因此对于经销商老板来说，财权不能放，老板要学会看财务报表，从报表中发现问题。人事权也不能放，如果你下面的一个业务经理掌握了人事权，会出现两种结果：一是他自己的人进来了，老板会被架空；二是容易造成人员流失。因此老板无论多忙，也要对新员工进行面试。还有一点很重要，就是对核心资源的掌握上。对于一个经销商来说，核心资源有两个：一个是社会关系，包括和酒类监督局、工商局、食品质量监督局的关系；另一个是和下面县-全球品牌网-区主要分销商、大型超市、酒店的负责人的关系，甚至是和竞争对手的关系。这些资源就象打鱼撒网时，手里抓的绳子，千万不能松。我就吃过这样的亏：过多考虑大的方面，比如公司发展规划，把酒店、商超客户交给业务经理去做，结果业务经理背着我，和酒店借款，结果账最后都算到我头上”，这位经销商说。

　　“那么什么权可放呢，或者什么是鱼网呢。我认为可放的是业务权力，这包括业务的拓展和对市场的销售方案。甚至一些市场上细节的东西都可以放权，比如给酒店送品尝酒，送一件酒店老板嫌少，那么可以送两件，这些权力是可以放的。我更希望通过在业务方面的放权，能使业务员能发挥主观能动性，做到举一反三，灵活变通。因此管理者要管头管脚(指财务、人和资源)，但不能从头管到脚”，这位经销商认为，财务、人事、资源必须自己掌握，业务权可以放开。

　　放权，老板要有点儿境界

　　能不能成功的放权，笔者认为最主要的是看老板本身有没有境界。现在很多经销商都在抱怨找不到一个“称职”的放权者，也从各个渠道想要挖一些能人过来，认为“外来的和尚会念经”，但往往是外来的和尚请来了，经却没有念好，不是把经销商老板架空，就是一走了之，给公司留下个烂摊子。实际上，熟悉经销商公司这部经的，还是公司内部的员工，因此与其找个念歪经的外来和尚，倒不如从内部培养个懂“经”的员工。这考验的是老板有没有这个境界了，因为权力一旦下放，就意味着在某些场合，老板从主角变为下属的配角，那么老板能不能适应这个变化呢？

　　此外，放权意味着老板也要承担更多的责任。在下属没有掌握权力，或者说没有拥有很多资源的时候，他的一些缺点是被掩盖的，但一旦掌握了权力，下属在短期内驾驭这些资源，肯定会有一些问题产生，可以说下属有时候坏了老板的事儿。那么在这种情况下，老板有没有一个开放、包容的心态，给下属一定的修正时间，能不能替下属承担责任，而不是认为下属辜负了自己的信任，这同样需要老板的胸怀和境界：谁让自己是老板，谁让他是自己的下属呢？但我们看到往往是老板把权力和责任一同下放，“给你那么大权力，你就得达到那样的结果”是很多老板的心态，那么在这个过程中，老板能不能及时给与员工鼓励和指导(业务、组织协调)，同样重要，因此放权不是一个简单的任务转移和责任转移的过程。

　　放权，需要老板有点境界：在促进公司发展的前提下，放下老板的身段，多替部下承担点责任，给部下一个修正和成长的时间和空间。

　　很难说，有利亦有弊
